Korean Railway Safety Act (3): Basic Qualifications, Physical and Aptitude Exams

Introduction: Railway Safety Starts with People

The core of moving a massive railway system is ultimately ‘people.’ No matter how good the safety management system is, if the physical and mental state of the personnel who drive and control the train is not ready, accidents cannot be prevented. Therefore, the Railway Safety Act grants strict physical and mental qualification requirements to Railway Personnel.

Understanding the differences between Physical Exams and Aptitude Tests, their validity periods, and who must take these exams is crucial for anyone studying the South Korean railway industry. Today, we will thoroughly explore the core of personnel safety management.

1. Definition of Railway Personnel (Reconfirmed)

Not all employees are “Railway Personnel.” It refers to persons who perform the following duties prescribed by law:

  • Driving Personnel: Persons who fully control the train (e.g., drivers).
  • Control Personnel: Persons who collectively control and manage the operation of trains.
  • Passenger Attendants: Persons who board the train and are responsible for the safety of passengers.
  • Field Workers: Persons who work on the ground directly related to safety, such as track inspection and vehicle maintenance.

2. Physical Exam (Article 12, 13)

A physical exam is a process to check the basic health state for performing railway duties.

  • Authority: Railway operators (Heads of operating agencies such as KORAIL).
  • Exam Institution: A ‘Medical Institution’ equipped with criteria prescribed by Ordinance of the Ministry of Land, Infrastructure and Transport.
  • Judgment Criteria: Divided into Pass/Fail, looking at items essential for duty performance such as vision, hearing, and balance function.
  • Validity Period: Usually 10 years (However, 5 years for those aged 40 or older, and 2 years for those aged 50 or older).
  • Tip: Understand the logic that the inspection cycle becomes shorter with age.

3. Aptitude Test (Article 15)

The aptitude test evaluates ‘mental eligibility’ such as cognitive ability, judgment, and reaction speed necessary for railway work beyond simple health.

  • Subjects: Driving Personnel and Control Personnel (Note that passenger attendants or simple field workers are often excluded!).
  • Disqualification Reason: A person who does not pass the aptitude test cannot perform the relevant duties.
  • Validity Period: 10 years. (Unlike the physical exam, there is no differential by age, but you may have to take it occasionally when an accident occurs.)
  • Major Evaluation Items: Selective attention, distance perception, personality traits, etc.

4. Prohibition of Alcohol and Drug Consumption (Article 41)

This part is handled most strictly among safety regulations.

  • Prohibition: Prohibition of performing work while intoxicated or under the influence of drugs (narcotics, etc.).
  • Blood Alcohol Concentration Standard: 0.02% or more. (Much more strict than the 0.03% of the Road Traffic Act! Many trick questions use 0.03% as an answer choice.)
  • Punishment for Rejection: If you refuse the operator’s request for a test, you will be subject to license cancellation or criminal punishment.

Conclusion: Your Condition Equals Passenger Safety

Strict qualification management for railway personnel leads directly to ‘Public Safety.’ Physical and aptitude exams are not just hurdles to pass, but minimum safety devices to prove one’s professionalism.

A Solid Foundation: Create a table to compare physical and aptitude exams. Clarifying who the authority is, who the subjects are, and how the numbers differ (especially the 0.02% alcohol concentration) will help solidify your understanding. The numbers in the law are like milestones toward excellence. Today’s summary should help you build confidence in mastering these critical regulations.
