Personnel administration is the series of processes—recruitment, management, and morale-building—to ensure the government has the right people to achieve its goals. As it is often said, “People are the policy.”
1. Open vs. Closed Appointment Systems
- Open System: A system where experts from outside the government can be recruited at any level. (Promotes competition and expertise, but may lower internal morale.)
- Closed System: A system where candidates enter only at the lowest ranks, with higher positions filled through internal promotion. (Strengthens job security and unity, but may lead to insularity and excessive bureaucracy.)
2. Rank-in-person vs. Position Classification
The most critical classification of how to organize civil service.

- Job Evaluation: Dividing jobs into Grades and Classes based on the difficulty and responsibility of the work.
